fix bsiegert@s error with mirmake.h
NB: there's a reason CONFIGURE_ENV is separate from MAKE_ENV...
PS: NO_SYSTRACE can probably go, please remove it once you update
and only bring it back if it definitively does not work on
MirOS and/or OpenBSD.
