* set /var/log/messages to 640 root:wheel so that only these
  people with sudo on by default can read it unless admin changes.
  first noticed by pieass in IRC, gecko2 made some good points
  in persuading me
* while here, prevent us from wtmp running over some gigs of space
  on otherwise idle systems
