There's also the confidence factor...even Spamassassin is using that and
scoring based on a cf range. But the cf factor is yet again something
set by the user/sysadmin.

You can't force your definition of spam on others. What is or is not
spam for the razor system depends exclusively on the collective reports
and revokes of the razor users, not on the fact that it comes from the
EFF or not. There are not exceptions in the razor system, there are only
reports and revokes.
