Razor isn't making any accusations. Razor is saying, "A number of people have
told us that this message is spam. Feel free to use this information however
you think is appropriate."

Razor doesn't cause anything to be redirected. System administrators or
individuals may make decisions based on Razor's tagging of the message. That's
up to them.
