Create a macro that: (1) Pipes the message to a shell script, which (1.1) uses formail (or a similar tool) to extract the sender's e-mail address, and (1.2) writes a ``push "<limit>~f '...'"'' directive to a temporary file (2) Sources the temporary file created in 1.2 (3) Optionally, deletes the temporary file created in 1.2 This macro could then be bound to any key stroke you like. I don't think there is any muttng-only function to do what you are asking, however.
