Yes, it's the same problem as in message 
<43202cf7.282924b2@xxxxxxxxxxxxxxxx> on the devel list.

There're two solutions: (1) either you set the $dotlock_program variable 
in your config to the right path or (2) you go with SVN and try the 
latest one which works here with this issue solved.
