70-23 is a very old load. The last update in the acl subtree
was to work with a free ACL version on Linux, perhaps 5.2,
was on version 70-139-pre a year ago. I presume you need to go
to the "devo" directory of cl-http and load a more recent
version, at least 70-139 or newer first and we will go from there
