[You do not tell the util-vserver version, but as you mentioned
 'newvserver' I assume that you are using the stable branch]

'vrpm' in the stable branch is completely broken (both for functionality
and security (but this holds for the entire stable branch so it should
be no reason not to use it ;)) and there are no plans/simple ways to fix
it.

A workaround for your problem would be probably a 'chmod +x /vservers'
before executing 'vrpm'.
