I install Webmin on all of my servers and use the Webmin User and Group 
management. 
Webmin gives you the ability to do batch uploads, modifications, or deletions 
from a
text file.  This should do everything you need with many users.

Check into Sabayon.  I have not had as much time as I would like to play with 
this but I
believe it will handle everything you need.

I am not sure how to do this and need a solution to this as well.  I would like 
to see
the printer list generated by Mac Address of the client.  Then I can create 
groups of
mac addresses assigned to each lab and show only printers available in the same 
lab as
the respective clients.
