The reason for depending on locales (>= 2.3.2.ds1-20ubuntu3) is that
this version ships two scripts "install-language-locales" and
"remove-language-locales", which are called in the postinst and
postrm.
If belocs-locales would ship scripts with the same name and interface,
too, then I would be happy to add an alternative dependency to the
language packs.
I have not looked at belocs at all so far, will do that soon.
