This is the desired behavior. Visudo locks the sudoers file against multiple
simultaneous edits, provides basic sanity checks, and checks for parse
errors.
But it relies on that you have the proper rights to do this. It's the job of
sudo to provide these rights. So you have to use both programs to
edit /etc/sudoers.
