You do not *need* to upgrade (or run all versions).

Fact is that many pieces of software are becoming outdated during the
time (and sometimes even when RHEL is officially released), especially
in the desktop area, but also in other areas.  One example I had to
deal with recently: the version of FreeRADIUS included with RHEL 5 is
considered antique by the upstream maintainers and they don't want to
answer questions about it.  OK, it's their fault that they do not
always understand enterprise distros (I've tried to explain that on
their mailing list), but OTOH I did need some improvements and fixes
that were in more recent releases, so I backported one of the recent
Fedora RPMs and use that now.

So, please do *not* slow down the release frequency, 2 years already
is a long time.
