Familiar and OpenZaurus are distros. Like Debian, Gentoo, etc.

GPE and Opie are graphical user environments. Like Gnome, KDE or Xfce.

OpenEmbedded and Bitbake are tools to build packages and images for
familiar and openzaurus, among some other less known distros like
angstrom.

For ipaq based handhelds, familiar is one of the most popular distros.
There is emdebian for example, but I never tried it.

It all depends on a lot of factors.
