Ok. My apologies. Slavek. It does work.
I have been exporting it from console with the Opie running. Exporting
it before Opie starts changes the situation.

But I have spotted similar problems that were before the "export"
thing in the console.It still behaves like "numlock" was on. Up and
down works almost perfectly. Going up after the "console" is started
produces "8".After executing a command it works perfectly. Similar
with down - if there is something in the buffer it works - if not "2"
is printed. Left and right still produce "4" and "6". The only
difference is that "4" are put always behind the cursor:)

Anyway - from the start of this post the situation has changed a lot -
99% percent of not working thins work now - that's amazing!!!:)

How you set QWS_KEYBOARD? Is this variable exported? You can check
in /proc/$(pidof qpe)/fd/ whether is /dev/input/event1
and /dev/input/event2 openned. If not, you must export QWS_KEYBOARD
before you run opie - for example in /etc/profile.d/opie_defaults.
