very slow cgi speed with SA1110 + apache 1.3.9

when i run the same cgi binary file (c++ file, no floating point at all) -
in P-III 800 machine it takes 5 seconds, but in SA1100 it takes 80 seconds.
why ?
(the P-III to SA1110 speed ratio is about 5 times faster, i think, but in
this case its about x16 !!!)

i compiled it with these options:
-O3 -march=armv4 -mtune=strongarm1100 -fPIC -felide-constructors
(arm-linux-g++ version 2.95.2)

cat /proc/sys/cpu/0/speed shows "206400"
