AT-style? something special?) are you trying that and what kernel version? Do you use the unified input layer? AT-style (both DIN and PS/2 connectors) have firmware autorepeat that cannot be disabled, just the initial delay and rate can be controlled. USB keyboards have no autorepeat but it's emulated by the input layer.
