minor suggestion: update change log to reflect vim fixes 21 patch

Joe,

Since email is an impersonal form of communication, I'd like to start first by 
thanking you for your consistent work in maintaining the guides.

I've just gone through Sysroot - Version SVN-0.0.1-20061211-x86, and noticed 
that the last update for the vim fixes patch that appears in the change log is 
vim fixes patch 14.  The current patch used in the document is 21.  This is not 
an issue for someone picking the guide up for the first time, but anyone 
watching the changelog, may miss the changes in the book.
