IMHO, the answer is no. If you find it, please report to the list. Microsoft journal files are proprietary format. You need Microsoft TabletPC API to create it. As usual, Microsoft doesn't want you being able to change platform, so it if someone tries to reverse engineer the format, Microsoft could change the format way way faster than you "decode" its format. It is a "moving target".
Again, IMHO, no. I like xournal, and I believe you are referring to handwriting recognition, and variable width. You could use Inscape calligraphic tool with fixation=0 for having variable width strokes. It's SVG, so it could be converted to Latex.
As you can see in: http://math.mit.edu/~auroux/software/xournal/manual.html The xournal file format is XML and open. This means you could create a SVG, or postcript polygon easily. Xournal just stores a constant width stroke composed by simple lines. If you are interested we could do this tool posible. I know how to do it, just need some time.
