I think the OP was actually referring to the xorg mouse-driver.
Hm yes this indeed would be a neat feature (Holding button2 then
dragging to emulate scroll-wheel events.)  Another option would be to
be able to hold down a modifier key and move the stylus (without
touching the tablet) to emulate scrolling.
