xcin input problem

Hi,
I have posted about my problem before. I can't input chinese (GB2312). I 
can change input method from english to e.g. pinyin only when focused on 
rxvt. When I move mouse to e.g. KWrite it chages to english input. 
Someone out there (sorry lost the mail) gave me advice to run qtconfig 
and set OverTheSpot in Interfaces, which I did to no avail.
Can you help me (again)
