i'm not so much complaining about the start method doing this (though
the variable name in /e/default/apache is a little misleading--and
telepathy *would* be nice).
but i do think the restart method should skip the should_start check,
don't you? that is, if someone asks apache to restart, they don't really
mean "stop and then check to see if it should start".
