The next release of the Creative OpenAL installer for Windows will have a Win98/ME fix in it -- the problem has been tracked-down and fixed. It was indeed related to EAX/EFX extensions...
Timing -- it will be a few weeks before the next official release, because I want to implement some Windows Vista changes and then there's going to have to be another round of testing.
