The statement should mean:

   * If you have an open device (let's call it D1), you can have
multiple contexts (let's call them C1, C2 and C3) associated with that
device with corresponding listeners. In each context you can have
several sources which are in the AL_PLAYING state, each generating sound
at the listeners. The device generates the union of all those sounds.

   * Simultaneously, you can have other open devices D2, D3, ... with
even more contexts C4, C5, C6, C7, ... where basically the same happens.

In a nutshell: OpenAL generates the union of all sounds of all listeners
of all contexts on all devices.

Admittedly this generality is probably not used very much in practice (a
single device with a single context and several sources and buffers
being the common case, I guess), but the spec allows the general case
outlined above.
