Problem getting altest in contrib to compile in Cygwin (.Po file only has dummy)

Hello all,

As the final step to the changes I submitted to get Openal-Sample to compile in 
Cygwin I wanted to get the new tests working from the contrib node of the tree 
so I could submit a patch fo rthat if required.  So far with the changes I have 
made I have been able to get the demos (panning2d) and examples (openal-info) 
to compile but have been unable to beat the tests (altest) part of contrib.  

Even though they all use the same autogen.sh and configure I cannot get it to 
build.  Panning2d and Openal-Info both end up with a valid .Po file in the 
build tree but altest does not and it seem to refuse to recognise that there is 
a sys/stat.h (HAVE_SYS_STAT_H)  and time.h (HAVE_UNISTD, HAVE_TIME, etc)

Where the .Po for Panning2d and Openal-info both have what I would expect or 
similar stuff - altest refuses.

I'm at a loss and not real good on this anyway - any thoughts or suggestions.
