No, it is not. They are not distributing the software unless you pay
the money. It is a perfectly valid model for earning money with free
software. IIRC, in the 80s RMS made a living from selling GNU Emacs on
tape. See http://www.gnu.org/philosophy/selling.html for the FSF's
position on this.
