I've taken a contract law seminar in British Columbia, Canada, and the laws there clearly state that the contractor owns the copyright unless the contract says otherwise. So, as you said, it depends on the local laws and the contract. I find it amazing how many companies hire contractors and don't specify this in the contract, or have even thought how this might be an issue.
