Thinking further about this - what would be ideal is if the DVS fileOut
did that itself.  That is, rather than having to have a special
SMDVSInstaller, special case code in the SAR, etc, the .st file produced
by DVS would know how to let FilePackageLoader hijack the fileIn process.
Anyone have an idea how this could be accomplished?
