I think, the situation is totally worst.

Several msgid are duplicated (maybe this is not a problem of babel but 
of initial duplicated message in Squeak)

For example the re-exported .po file from smallland come with 'new'
600 untranslated messages plus many dropped translation. Some of these 
messages were previously translated and now are untranslated and 
eventually duplicated.

It seems to me that as long as i18n will not be considered seriously 
upstream (not to mention look-like-isolated-Diego-effort), localisation 
will be a mess.
