hmmm...
i'm using:

Locale.set_base_language('de-DE');
Locale.set('de-DE');

and getting this afterwards:
999.500,00 €

ok, here it is: selected FR from the db:
select * from globalize_countries where code='FR';

looks like someone has forgotten to set a french thousands seperator :)
do something like that in your db console:
update globalize_countries set thousands_sep='.' where code='FR';
