I agree. It's the Ruby way to set your encoding using $KCODE so Rails  
1.2 should have $KCODE='utf-8' in environment.rb

This is already in trunk since changeset 5129.

This is only needed for very old and badly broken browsers. I don't  
think Rails should do this by default.
