Thanks for your feedback Hendy - this is actually a bug report :-)  The Rails 1.1.6 tarball includes the environment.rb template instead of a 'real' generated file.  If this problem is fixed, the tarball install should work fine for you.  Sorry for the frustration (and extra trips to the internet cafe!)
