Not a bad suggestion.   I've gotten into the habit of running
 ./configure --help

whenever installation anything from source to see what the defaults are, but it's easy to miss things. I would prefer that the docs were installed by default; I'd be surprised if a large number of people install Ruby but skip the docs.

Please let me know what I need to do or who I need to contact in order to
get this into the README file.


I believe that would have to be discussed on the ruby-core list.
