Try:

  http://stdlib-doc.rubyforge.org/rdoc/index.html

It'll take a half hour to set up but allows you to generate docs from
bleeding edge cvs source, as well as check your submitted docs before
submission.  Quite handy.

No. If you are concerned, try it with the patch utility, thats what the
developers will use.

I agree, it seems to be a perpetual source of confusion, lots of folks
post here, just to be told to post to ruby-core.
