Suggestion: irb man page

I've heard it mentioned a few times that many newbies don't naturally
get started with irb.

To fix this, can someone please:
 * create a man page for irb
 * create a man page for rdoc (placeholder only for now)
 * modify the ruby man page to refer to these two ("SEE ALSO")

Perhaps I can sketch some notes for this on the Wiki, but overall,
learning how to do man pages (linguistically and technically) is too
much of a distraction for me at the moment.
