[ANN] Getting abbreviated day & month names in pure RB

Have a need to find the abbreviated day and month names in RB ? (And 
for the interested reader you could make it get long names as well)

Well, the code I have tested on a number of systems (French, Swedish, 
and a few others) is available.

It's 100% RB code.
