Windows performance sluggish until mouse moves

Greeting, NUG --

I've got a network server app that's developed in RB 5.2.4 on OS X that 
works fine on the Mac. When cross-compiled for, and run under Windows 
(2000), it has very sluggish performance until the mouse is moved (and 
kept moving.) While the mouse is moving, performance seems comparable 
to what I see on the Mac, when it's not moving, it slows back down. The 
difference seems to be about an order of magnitude.

Anyone familiar with the cause of this behavior?
