Yes, just bundle the DLL with the EXE. If the DLL is in the same directory as the EXE, Windows *should* be able to find it. That is what I do with my Windows builds. I also include a note telling the user to either leave the DLL in the same directory, or they can move it to their System (or System32) folder. The best thing would probably be to build an installer.

For the Mac, I believe you only need to add the appropriate resource file (PPC or Carbon). On Windows, you need to install the eSellerate DLL file.
