Permissions

I've had a strange error reported to me regarding a user launching one 
of my apps in the protected panels environment of OS 9.2.2.
Examining it I noticed the application launches fine when run in the 
non-protected mode, but it, when restricted, tells the user they do not 
have sufficient administration privileges to launch the program.

All they are doing is running an alias pointing to my, non locked, RB 
5.2.4 built, OS 9 application.

The error appears to occur before it even gets to executing my code, 
and only happens on that one RB compiled app.

Does anyone have any ideas if their are settings which can cause an 
error as detailed? - any leads I can follow?
