Sure.  Position and size it however you like; it's entirely up to you.

Whoops -- are you talking about a scrollbar on an EditField, or a 
Scrollbar control?  The latter is entirely up to you; the former is a 
built-in part of the EditField and no, there is no way to change its 
size or shape.
