A static text box derives from wxWindow and so gets all the mousevents
you need. Code example:

$this->{lblMyLabel}->SetCursor(Wx::Cursor->new(wxCURSOR_HAND));
EVT_LEFT_DOWN($this->{lblMyLabel},\&OnLinkClick);

sub OnLinkClick{
    my($this,$event) = @_;
    $event->Skip(1);
    Wx::LaunchDefaultBrowser('http://my.address.com');
}
