Summary: MakeFile.PL does not check for C++ compiler

Initial Comment:
Given that we need a C++ compiler in order to install,
the MakeFile.PL should check for the compiler and fail
with a useful and sane message if it can't find one.

The alternative is to dig though the copious output
until you find the "can't find g++" or what have you...
