There used to be
specperl: http://www.keck.ucsf.edu/~kvale/specperl.html
and
guido: http://guido.sourceforge.net
but these are no longer supported. I haven't used anything recently so
my knowledge in this area is not up to date. I've used SpecPerl in the
past and it was perfectly fine for small applications.
There also seems to be ActiveState Komodo:
