beta12 on Windows98

With beta12, on a Chinese Windows98 computer, with perl-5.8.2,
dmake and MinGW-3.1.0, 

All tests successful (4 subtests UNEXPECTEDLY SUCCEEDED), 1 test and 67 
subtests skipped.

But the log is filled with error messages about a malformed UTF character(s).
