Adam Kennedy wrote Data::Package after discovering fake modules that
actually are just data. Not sure if it solve your problem: http://
search.cpan.org/dist/Data-Package/
Preferring simple solutions, I'll tend to use the traditional way for
this: put the data in raw form alongside the Perl module, and find it
in %INC. And I would also include the data with the distribution in
order to avoid the internet access problem.
