Here is another oddity.  The .exists files are being incorrectly
thought of as lib elements.  With DBI 1.45 and the two descrip.mms
edits I mentioned before a clean build now does the following:

-RMS-E-FNF, file not found
%MMK-F-ERRUPD, error status %X10861098 occurred when updating target
[.BLIB.ARCH.AUTO.DBI]DBI.OLB

It should probably not try to lib/obj/replace the .exists file
since that file is not an .obj.
