What you've described is physically impossible, unless the image already
exists in the browser's cache. If so, then you're dealing with a cache
problem, and you should be able to find countless references on the net
showing techniques for bypassing a cache.
On technique, for example, is to add a query string to the URL. So
instead of:
http://server/path/image.gif
you use:
http://server/path/image.gif?random
where "random" is some random text generated in JS. The server ignores
the query string.
You can also properly set caching controls on the server side by
returning the correct headers.

This side effect of adding a handler is probably coincidental and
unreliable (it may change in the next minor version of IE7).
