I tried clicking the Submit Story link, and all I get is a page that says:

  You are not allowed to use this resource.

If I remember I'll send next month's announcement to the email address.
It's probably a little late for this month's.

I'll also email Pudge to make sure the submission page is working as
intended.  :)
