Aha!  There is no such binary
     PAR-0.85-MSWin32-x86-multi-thread-5.8.3.par

However, there is a
     PAR-0.85-MSWin32-x86-multi-thread-5.8.4.par
at
     http://aut.dyndns.org/par/PAR-0.85-MSWin32-x86-multi-thread-5.8.4.par

I have Perl 5.8.4 on my Windows machine.

My advice is to upgrade to Perl 5.8.4, then download the above into the
extraction directory, and then

perl Makefile.PL
nmake
nmake install

then it should work.
