The man page formatter should just use uc and not worry about it, IMHO.
But until "the" man page formatter is patched to do so, and enough
people have downloaded and installed it that we can ignore the people
who haven't, I don't want to help people create POD that will become
broken man pages on other people's machines. Non-conformant POD should
be nipped in the bud as quickly as possible, not propagated for later
breakage somewhere else.
