That's a bit of an exaggeration.  :-)

If there's a public API you feel is underdocumented, please submit a bug
to bugzilla.spamassassin.org (ideally, with a patch against the trunk of
our subversion tree).  The aim is to document all public APIs.

FYI - the public APIs are changing some with SpamAssassin 3.0 which is
soon going into a pre-release.
